    Very irritating 'feature' indeed. There is a work around exploiting a probable bug to get your scroll bars permanently visible and a macro to make this process only one click: https://superuser.com/questions/685795/disabling-auto-hiding-of-vertical-scrollbar-in-word-2013. I use this macro dozens of times a day. But it is stupid that useful functionality has been removed with no way to set it and the necessity to apply a macro to get it back again. Why? Because minimalistic design is fashionable? Gone too far. Bring back the permanent scroll bar please.

    setting of previous poster works!
    Word Options -> Advanced -> Display -> Uncheck "Show pop-up buttons for addling rows and columns in tables"
