Bug Word custom UI ribbon no longer loading when Word is launched with Automation since Update 1901
After the Word 1901 11231.20174 Update was introduced our custom Add-in template and many others I've tried while investigating are failing to be displayed when Word is launched by Automation. (Still not working on 1902 11328.20146)
Launching word normally from the start menu shortcut or by running winword allows the ribbon to be displayed OK, However when word is launched programmatically and is run with the Winword.exe /Automation -Embedding parameters the add-in is not displayed.
Checking the Developer -> Document Template "Templates and Add-ins" form the add-in is displayed and is checked "Checked Items are currently loaded." but it's not available on the ribbon.

I could reproduce a similar issue on a Windows Server 2019 (Version: 10.0.17763) with Office 365 (Build 16.0.11328.20392) using a dotm file in the Word startup folder; the customized ribbon appears opening Word from the Start menu but it fails to open when Word is started as a COM-Object. As a workaround the installation of the Azure Information Protection unified client solved this issue. Same test on Windows 10, Server 2012R2 and Server 2016 had no issue.
Also see problem with Office365 Pro Doc launch displays customizations, Tray launch does not display customizations? Client is Gov Agency may be missing Cert or access. Any MS comments here welcomed where to look for an answers. AddIn is made with Visual Studio 2015 includes a manifest etc. Works no problem Word 2010 to 2016.

The custom ribbon menu isn't displayed. :(
We have international Customers with lots of users who are using Custom UI - Ribbons. So please fix it..... NO Workaraounds!

Update with additional findings: It appears that office 2016 and office 365 business editions are not affected, Just office 2019.

Update: One workaround for this is to downgrade office to Version 1812: January 14 (Build 11126.20266). Really isn't ideal. Please fix!
